A powerful new campaign is calling on every coastal and ocean nation to step up for the planet’s largest ecosystem. The “100% Alliance for Sustainable Ocean Management”, launched by Chile and France in partnership with the Ocean Panel and coordinated by the World Resources Institute, aims for all countries to commit to sustainably manage 100% of their ocean areas by 2030.
The member countries of the Ocean Panel have committed to 100% sustainable management of their national waters, guided by Sustainable Ocean Plans – a unifying ‘umbrella’ for ocean-related governance and a policy framework that facilitates holistic sustainable use of the ocean.
With momentum building ahead of the UN Ocean Conference in Nice, June 2025, this alliance seeks to unite governments, partners, and global institutions to protect, restore, and sustainably use the ocean — addressing urgent threats from climate change, pollution, and overfishing.
Currently, many parts of the ocean remain vulnerable to exploitation. The Ocean Panel’s evidence-backed approach, supported by over 350 global experts, highlights that piecemeal efforts are not enough. Comprehensive, nationwide Sustainable Ocean Plans are needed to ensure ocean health and achieve global goals like SDG14: Life Below Water.
Already, Ocean Panel member countries and Pacific Island leaders have pledged to 100% sustainable management of their waters. The 100% Alliance campaign will now work to expand this ambition globally, inviting nations to commit and offering access to technical and financial support — including a Rapid Assistance Fund for eligible countries.
The message is simple but urgent: The ocean gives us so much; now, it’s time to give it 100%.
